Mr Rose has given me your letter of February 14th.
While it is true that we are negociating directly
with the University of Hong-Kong I am sure that a letter
from the Colonial Office to the Hong-Kong Government expres-
eing an interest in the proposed plans and the hope that
these will be realized would be of great service.

Institutions.
